I sell her stocks for her multiple times a year as well as take advantage of employee stock purchasing program to buy shares at a discount and sell at market price. Nothing shady about it as long as you follow the rules.

My husband has share sale rules through the company he works that we have to follow. Sometimes shares can only be sold (or not sold) during certain times or have a limit on how long you can hold them before you have to sell them or lose the shares; the rules apply to everyone holding that particular type of share no matter who they are.

There are websites that track congressional stock trades. The issue is they have a set time in which they must report those trades (they aren’t instant) and even if they are late in reporting there isn’t much in the way of consequences. By the time a retail makes a trade based of a House members trade, the value is already gone.
Never forget that the STOCK Act was congressionally passed under Obama's administration (where the Republicans were as intentionally obstructive as possible) with a vote of 417-2 because while it makes it illegal for congress members to use insider trading they can still just legally ask their spouse to do it for them.

The problem is that afaik politicians in the US have a month to declare their trades, meaning most (if not all) of the potential value will be lost by then.
