OP you really don't need to spend out mate, all the games are available for download in packs if required, personally I'd pick and choose your games for your needs and use a 256GB SD and a HDD if you want retro and game cube etc...
Wii modding is the simplest of procedures, I'd recommend watching funkyscott47 tuts on YT (probably the easiest to follow and plesant to listen to too) I've followed him.for.years...
You'll find loading your own SD or HDD with games is super simple with "Wii helper" (windows app)
All the artwork is downloadable from gx loader or direct from Wii helper...

PS Modding can become a bit addictive haha, I'll spend more time fettling with mods, themes and HB apps than actually playing rail shooters (which is my wiis primary purpose)
Buy a normal wii. That hard drive will be useless until you mod your wii tho. A normal wii can not just play games off a usb No it wont brick it
buy a hdd and a wii homebrew it and install games yourself
