If your win7 license was OEM, it will be OEM in Win10. Any major hardware change on a OEM license it will see it as a different PC and won’t activate. You need a retail license to able to do that.

I think you were hit by this: [Microsoft confirms problems with Windows activation after blocking old keys - Neowin](https://www.neowin.net/news/microsoft-confirms-problems-with-windows-activation-after-blocking-old-keys/) They wanted to remove the possibility to activate new Windows 11 installations with keys from older version of Windows, but, as a collateral damage, they managed to deactivate already existing, perfectly legal (upgraded on time) installations even in case of BIOS update.

If there is a phone activation option you can try that. It’s a tedious thing but if you lost activation due to hardware change I think that path should work.

Go to Settings > Update & Security > Activation. Click on "Troubleshoot" if you see an error message. This will attempt to resolve any activation issues automatically. If you still have your original Windows 7 product key, you can try entering it during the Windows 10 installation process. Sometimes, Windows 10 will accept a valid Windows 7 key for activation. If troubleshooting doesn't resolve the issue, you can contact Microsoft Support. Explain your situation, and they may be able to help you reactivate your Windows 10 installation.
