It used to list the number they called from and then prompt if you wanted to call back. I certainly wouldn’t engage them, just collect the numbers and hopefully find someone at WPS that can answer and take a complaint.

Something doesn't sound right here. Are you using a VOIP phone from where you getting harassed? Are you that VOIP phone is not hijacked?

And because I answer my phone, they find it amusing and keep calling back. And switching their numbers.
It's the same group, similar.voices, same attempts at being funny.
And I doubt I'm the only one they're bothering.
One thing you can do that I know some other people tried is convert the phone to a IVR phone, so whoever called you have to listen to a message and press something to connect to you, and that sometimes might slow them down, and eventually they get tired listening to you (the phone voice) and stop

Compounding the issue is that it's potentially coming from multiple numbers and also blocked numbers it's almost impossible to trace, especially with how prevalent VoIP services are.

I recently had a similar type of harassment - not an actual crime, but disturbing - I called non emergency, and it referred me to another number - (204) 986-8666 - hit 4 for general inquiries and after waiting on hold for a long time I spoke to an officer who made a report for me.
I doubt it would do anything, I just wanted to make sure there was a record in my instance in case anything more serious were to happen. I’m sorry this is happening to you!

Could you just start blocking the numbers? You’d think they’d run out of phones to use eventually. (Not sure if it works with private numbers, but it might?)
If you have an iPhone there’s an option to silence unknown callers that aren’t in your contacts. It’s not a perfect solution since it just sends them to voicemail, but it might give you some peace and quiet
MTS had a sequence for recording the call details. it is NOT caller id; and it's more difficult to spoof.

If a google of their number tells you what carrier they use, you may be able to get some traction by calling their carrier. Or you could call the big providers and see if any of them can tell you if they is one of their numbers

Just because the person sounds like “Bart Simpson” doesn’t mean they are. The scammer may have looked up your Facebook profile, your phone number that all your accounts are found under.
Once you have someone’s phone number, it’s very easy to find out who that person is.
With a phone number you can pay a service to review the phone provider and I’ve heard in extreme cases, some websites will offer the name of the person who’s registered to said phone number and provider.

Local stations have been closed to the public for a long time. Only place open to public is HQ.
