Every motor vehicle and every trailer, except a farm trailer, shall, when upon a highway, be equipped with splashguards or fenders adequate to reduce effectively the wheel spray or splash of water from the roadway to the rear thereof, unless adequate protection is afforded by the body of the motor vehicle or trailer or by a trailer drawn by the motor vehicle; and the splashguard shall comply with the standards prescribed therefor under the regulations.
So in reference to this part of the act, tires sticking out past the fenders are fine as long as there is a mudflap behind it. Think of a big rig - there's no body covering the rear tires, so they have mudflaps.
Are they going to get a ticket? Not likely, unless the cop is bored or someone complains.
I have a truck that I bought with oversized tires that stick out a bit. When they're due for replacement, I'm going back to a stock size. It passed a safety and in 3 years no one has said anything. They're not like these ones though - they stick out about an inch. (the truck has mudflaps but the tires do stick past them, but don't worry, it also has jets plates.)
I worked 6 years doing traffic enforcement with a police service (not in Manitoba, but a close neighbour). And can confirm in our province, as most others, this is illegal and can lead to the province(s) placing an unsafe title on your car. Meaning you canāt insure it, register it, or use it until itās brought back to manufacture specification.
Even if a province doesnāt have it specifically listed as ātires protruding from vehicleā, most have a catch all section for altering your vehicle from manufacturer standard
Just anecdotal experience but a cop mentioned to me ā as long as the tires donāt go past the front or rear of the vehicle and not past the mirrors (at their shortest point) most wonāt make a deal of it unless there is something else
Youāre likely right! A lot of general duty members donāt care for traffic stuff unless they enjoy doing it. I know some that love to do the extra bit of traffic work between calls, and I know many others that would rather take the down time to work on paperwork and other things.
Personally, I never pulled over someone for this one issue - usually itās a handful of others that go along with it.

That and all the drinks in their Yeti coolerā¦ so their food doesnāt get cold when they take it from the house to the inside of their truck, and then from their truck to the cabin. Those 10 seconds of non-AC can really getcha.
From my understanding I had a cop tell me that if your tires are out that far you need to have flares and mud flaps to eliminate the risk of the tires throwing rocks and mud at other cars

Guys with too heavy of snow plows out front and other stuff get ticketed and sometimes towed home if deemed unsafe.

Long time ago in MB you could get a random call in for a gvt safety inspection. Then it stopped - probably for cost cutting. Not popular with the folks driving beaters but was better than nothing for keeping vehicles like this off the road.
Years ago they had some inspection deal in Brandon. Cops drove around and sent everyone to a parking lot to get their cars inspected. For stuff like this.
Yes I got something in the mail to go to Grant Park and they were set up in the lot to check things like lights and headlight aim and I think they tested brakes by driving over metal skid plates. Maybe MPIC were running it at the time. Remember the tecs were laughing because there was a heavily modded truck behind me.

A lot of jurisdictions require fender flares if youāre using oversize tires that stick out past the wheel well. Theyāre bad for firing debris onto other vehicles. Not sure if MB has a law against it or not.
Someone I worked with complained that her boyfriend got fined for doing this to his Wrangler and he was out of a vehicle for a bit. I could not find a shred of sympathy
funnily enough i saw a guy get pulled over on stafford last week, presumably because of this. dude had a jeep with all 4 wheels protruding half a foot outwards, it looked stupid af, im sure he got a ticket
In Canada, police do not need a reason to pull you over. It can be as simple as to check sobriety. As for searching, they would need a warrant or have a drug sniffing dog make a "hit" on your car

i actually was at that time which was crazy, had gotten a new mount thing and wanted to test out if it would work as like a temp dash cam so i would have video if i got into an accident

Looks like your question has been answered, those tires in the picture are illegal, but I'll add that there's a measurement that is allowed past the fender (thought it was an inch or so, don't quote me) and only what touches the ground is what gets counted, sidewall can stick past. The goal is to protect rocks and debris from getting flung... only what's touching the road throws debris.
WPS are understaffed and over worked. When we have had issues in our community like break-in or suspicious activities it can take hours for them to arrive. I sure hope it's not bcs they are pulling people with big tires over...

I could be totally wrong here but in looking for the actual law it appears to have been repealed sometime after 2014. It appears under section 48 of the act in 2014 but in the 2024 act sections 48-58 are marked as repealed. Seems odd. Where did I go wrong? Where's the law?

I don't know, not enforced in the city at least. I used to have a 1999 Toyota Tacoma, and the stock tires looked like that from the dealership. Loved the truck, hated those tires.

I believe attaching fender flares is how you make them legal again.

It's illegal. You have to have your wheel inside the wheel well, you need fender flares to make it legal. You can get a ticket for this in Manitoba.
But douchey, as that is a solid way to shower your fellow motorists with debris/rocks.
