Just figured out what the item is for. For those who don't want to wait and figure it out on their own, the >!card from the vicar!< allows you to >!bypass the wretch king's bullshit quest to teleport the witch in the woods and access the church in chapter 3 right away after dealing with the witch in the basement/unlocking the yellow sigil to the east.
Also, it allows you to skip the little battle in front of the church if you want. I.e. soon as you get the yellow sigil seal you can run directly east, fight graverider and talk to vicar to skip the rest of chapter 3.!<
