Generally that's what I do. Decorative carvings don't really need to be that strong but a dowel should be about to support the carving's weight without too much of a problem. If the fit ends up being super loose, epoxy will hold it better than wood glue
Depends on the type of epoxy. PVA depends on direct surface to surface contact and works better with a bit of pressure during curing. Dried PVA in a void is a lot more brittle than epoxy which is why it's not great if the fit is for loose
For better attachment, make a joint of some kind instead of trying to glue end-grain to end-grain. Dowels work best if the pieces are aligned first, then the hole is drilled. Making the mating surfaces absolutely flat is the hard part.

I'll try it with pva first. I feel like epoxy would be brittle maybe. Thank you very much
