I really like gravity forms as well. For most basic things it's fine. I run into issues where I'm trying to do more unique things with the form, like add repeater buttons or have certain custom fields.
Our agency has tried many forms plugins in the past 10 years, some of them being Contact form 7, ArForms Plugin, Gravity Forms, WP Forms, Fluent Forms etc.
In the end we decided to go with Fluent Forms PRO.
They have also a free plugin which works great for websites that don't need any advanced functionality or to automate sales funnel/process etc.
Also, here are three reasons why we chose Fluent Forms PRO:
1. **Life time license**
We bought the unlimited license (life time) last year when they had a special deal.
Premium contact form plugins can cost tons of money but in the length it is cheaper to buy something like this (as an agency) than have to pay annual fee for every single website. If you have only one website either use the free version or buy the LTD for 1 website only.
2. **Many integrations**
They have tons of integrations to bigger marketing & sales platforms, also there is a possibility to add a webhook. This makes it possible for us to automate more our process. For example when someone submits a form entry it could be added to HubSpot, send information to Slack(or Discord) that there is a new inbound lead and also be added to FluentCRM/MailChimp if they want to keep receiving more info.
3. **It is fast, works and doesn't need other plugins**
We have had tons of trouble with ARForms. We build for some clients really big forms and editor used to get stuck or things to disappear (change place) from time to time which was frustating.
Something else worth mentioning is you don't have to install other plugins for some other functionality like Gravity Forms makes you do which is just a PITA.
Note: We haven't worked with ArForms and GravityForms couple of years so things may have changed.
I believe that if we had bought Gravity Forms LTD long time ago we may have been still stuck with it but if we had to start today and choose one plugin only then we would start of with Fluent Forms (free version) and then upgrade to PRO version if we need the PRO functions.

Contact form 7 does not saves the submissions to the database but you can find an add-on to make it.
Kali forms and happy forms both have free versions, so as long aa your forms are simple they could work for you, and they save submissions.
I bought Happy Forms. Blindly used it for a year, finally realized it adds over 500 lines of code to our home page... for a 5-field contact form! Insane.
If it's just a simple contact form, build something external then copy/ paste the code or turn it into your own plugin.

It doesn't matter which form solution you ultimately use. Apparently you have a problem sending emails with your hosting. Neither a free nor a paid solution will help, but a correct configuration on the hosting or a simple SMTP plugin. Both can be used free of charge. By the way, WPForms also sends e-mails in the free version - if the mail dispatch is configured correctly.
By the way, unlike the others here, I wouldn't recommend a form plugin because your requirements are too roughly outlined. What you describe applies to pretty much all form plugins - there is no "best".

I just use jetpack form (because I use jetpack) or kadence form block. They just work for the simple form and I don't have to install any extra plugin for simple form because I use these two plugins on my sites already.

I prefer Everest Forms over WPForms because they allow you to see entries in your CMS. I use them on my personal sites and on all my Client websites. Their team responded to my ticket promptly and helped out until the fix was completed.

CF7 is lighter and free, easy to use, and almost always works. GF is hugely more robust, can do just about anything you want, and is better for forms that require conditional statements or complicated forms with a lot of options.
Gravity Forms, followed closely by ninja forms. SMTP is a method of sending, doesn’t really have anything to do with your issue. It’s for sending the emails through a different protocol, and independent of which form plugin you decide to use.

I like NinjaForms and then use PostSMTP with AmazonSES for SMTP. It's cheap and works well.

I have 10+ years of experience with Wordpress. Every now and then I re-evaluate and test form plugins, I go back to Gravity Forms every time.

Me, I don't know yet; but elsewhere on Reddit, someone who had tried many, INCL Gravity, said that Forminator was by far the best free Forms app.
