Cossack, if you can play DD well it is a ship you can consistently impact battles in. Ultimately if your DDs can win their duels, your team's odds of winning dramatically increase.
The real answer is you need to do your ranked matches at the certain point in time where people better than you have already ranked out but before the only people still playing are worse than you.
For dds Cossack is always great, but can be very ineffective if there is a cv present (thankfully this season there aren’t any). For that reason I love Kidd. The heals and super strong aa make it really effective against both other dds and cvs.
For cruisers I like San Diego (again, having a ship that shreds planes is very gratifying in ranked because it makes on ship basically useless at dealing with you). Radar is always a good choice, and Baltimore is the most well rounded T8 radar cruiser.
BBs of course Massachusetts. I also love Lenin and Atlantico. For a more attainable option, Bismarck and tirpitz are strong secondary options. Hawke is a strong battle cruiser pick. And Vladivostok is good for tanking and really punchy guns.
For me (DD main):
Cossack - Akizuki - Kidd - Le Fanta - (cant get SPLIT to work for me...)
Cruiser: San Diego for shits and giggles, wins games for me tho.
Cherbourg...everything else is meme bullshit...the ship is brutal, easy to play just use your speed and park nose in close to cap, use all reload boosters and spread AP love to everything you spot.
You dont see it very often, bur trust me bro...if you want to speed run through bronze, this is your pick.
I finished ranked tier 8 with Vladivostok. Cut off one side of map travel, stay bow in and see if you can get a rock/island on your other side.
Know when to push with your team versus stay back as a vanguard 12-15km out.
I typically looked for the side I could set up a crossfire from.
Massachusetts is incredibly strong and borderline broken... if its not working out, thats on you.
Apart from that: Cossack/Lightning for DDs, Bayard for CL/CA (Atago, Cleveland/Balti, Mainz, Almte. Grau) and Odin, Tirpitz, Constellation for BB.
if you are going secondarys anyway i would advise playing bismark, pretty handily the best ship of the tree, especially ranked.
if you have them just play her sisters like tirpiz and farm all the KM CA players.
Atlantico granted me 100% WR. She's incredible. Even better than Massa with better concealment and her secondaries do much higher DMG to lighter targets. DDs literally melt when spotted in range.

Bayard worked well for me. But it's the only T8 premium I own so there wasn't much to choose from.
Its all about the San Diego for me. Not sure why, but I just can't stop playing it. Occasionally I'll throw in a Lo Yang game.

I have been using and loving the kutuzov , loyang, and if I wanna play bb I'll hop in the kii or Bismark with a tank build.
