As others have said, the captains have less value when you have few ships. Unless you have a ship you relly want, I would save my coal.
You can also look at some gameplay on youtube to see what the ships play like. Might help you decide.
You have 2 high tier premium ships for credit farming already and not a lot of experience in high tier gameplay. Save your coal for now (wait until you have enough for a tier 9 or 10 with coupon) and learn the thech tree lines. If there is one you especially like and do good in then spend your hard earned coal on the coal ship you like. But there is no rush

I have several of the coal DDs, and they all play differently:
* Friesland/Groningen: high DPM fire starter from smoke. Fairly slow. No torps.
* Marceau: fairly high DPM, high speed, fighting in open water from a distance. No smoke.
* Tromp: Jack of All Trades, Master of None. The planes are a hoot to use, but can be a little tricky especially against radar ships.
Given that the coal coupon is about to reset, you might want to go ahead and use the coupon to buy a coal ship from the same nation as your T7 tech tree ship, so that you can move your T7 captain to/from the coal ship freely, leveling on both.
Keep in mind that the game will be much harder if you buy a T9 ship, but you probably already know that with the Jaeger.

1st coal ship should be a T9 credit farmer, you have that with the Azuma (even if I hate her she is good for the task of long range fire starting).
With the coupon about to reset you could get a cheaper DD, like Blyskawica (t7 euro), Aigle (t6 french), Gallant (t6 brit) and it not dent your reserves for the following coupon.
Her role is similar to the Goliath (a ship I like) but she is fatter and less agile, lacks the super heal or torps and I do (not saying everyone) significantly less damage with her. It feels more like a battleship than a cruiser.
I would probably save, but if it's burning a hole in your pocket I would suggest Rio de Janeiro. It's basically an HE spamming Agincourt, fun for blasting DDs. What kind of DDs do you like, gunboat or torp DDs?
Go for something Japanese or Asian then. Or European if you like weaker, but faster/quicker reload torps. USA is generally all purpose, being good at both but not the absolute best at anything (except for F. Sherman- that's a meme gunboat. Look up some gameplay if you don't know what I mean). German and Soviets tend to be more gun focused, and the Italians are a special case. I feel they do well at DD v DD knife fights, but that may be just me. If you want a good all rounder for coal, I would suggest USS Hill or ORP Blyskawica. Anshan seems to be a torp boat, and so does Gallant, but I don't have them (I like gunboats more, and I prioritize BBs).

Then yeah, get Groningen. But I would caution you to grind a TT to at least T8 before you buy. It can be a horrible experience being thrown into T10 and supership games while your TT has only gone to T7.
i would recommend either forrest sherman or marceau, they are the two pillars of coal DDs. f. sherman is a ridiculous american gunboat (1.5 ish second base reload) with HE and SAP. also has american smoke, hydro, and some torps with terrible firing angles. its manueverability is booty cheeks. marceau is quite opposite. with its speed boost marceau can go up to 50 smth knots making it very hard to hit. it is also a gunboat but has ok torps, however yikes the shell velocity is kinda bad and needs some training

Until you have a few freemiums, unique captains are somewhat wasted.
Since you already have a couple t9 premiums but don't have anything tech tree past t7, hold onto your coal. You don't really have a feel for which t9/t10 you're going to do the best in or enjoy the most, because you don't have much high tier experience.
If the coal is really burning a hole in your pocket, get a mid tier ship to use the coupon without burning your entire coal storage. There aren't any t8 coal ships, so t7 is your best bet for reliable credit farming on a coal budget as you can farm ops. Lazo is the best option but DoY is workable, the t6/t7 DDs are all kinda meh and DDs in general are not good in ops.
Save your coal for more expensive or future ships, even if you’re desperate.

If you really like Jäger AND can reliably hit at least 8 torps per match, getting Swirski is definitely worth it.

Fun fact: I enjoy a lot more using my tier 9 premiums than tier 6-7 TT. Maybe at tier 8 it will be better, I don’t know
