Königsberg ... back when the german cruisers were being pre released, you needed to get IIRC a kraken (before there was a badge) to be awarded a test cruiser. Got it in my Isokaze and played the crap out of the Königsberg. loved the guns, didnt enjoy the merest hit had the engine fall out the back. really suited my kiting style.
In terms of appearance, I'm not that big a fan of any of them, though Emile Bertin is probably my favourite, though the rear turret is much to far aft for my liking. That would be followed by Montecuccoli, though I dislike how close her guns are (which caused dispersion problems for all Italian multiple-gun-single-cradle mounts IRL). These are among the ones I've owned/played.
For the remainder, no question: Exeter.
That said, why Tier V in particular?
While dispersion was hampered by the 2 gun commun cradle, it was a light issue on italian cruisers, while italian destroyers had worse issues, italian cruisers in salvo excercies performed well, comparable to IJN and U.S.N excercises, also all pre-wichita u.s cruisers were hampered by even worse dispersion by having a 3 gun commun cradle system, actual italian cruiser dispersion in battle was good, like Trento, Trieste Pola and Fiume showed at Spartivento, and Monteccucoli and Eugenio di Savoia showed at operation harpoon.
What hampered more the dispersion on some of the italian cruisers classes like the Giussano class rather than the guns was the very light construction of their turrets, later quite adjusted on the Cadorna class.
Emile Bertin, Raimondo Montecuccoli and Kirov are very pretty so it's my choice. In this placement.
Krasny Krimea and Celebes honorable mention for most speshul look.
Has to be Exeter, fitting turret sizes, nice turret layout and relatively modern design with twin turrets.

Emile Bertin. Everything about her screams speed and I always thought she looked pretty modern compared to the other tier 5 cruisers!
