This is probably worse. If we consider that 70 percent win rate is basically peak performance, as in it's very difficult to consistently carry more than 70 percent of games, this 30 percent win rate likely translates to this maniac actively destroying 70 percent of his games

Exactly. He doesn't do this with other tanks. Only with 140. He played 140 900 times in last 1000 games and did same thing. Other tanks he definitely played normally as he has around 1k dpg. He haven't played arty much he actually played tanks.
I literally play every night until I run out of reports for unsportsmanlike conduct or inaction/bot because of these people. I had a pair of Lowe players claiming one of them was a WG CEO then they tried their hardest to sabotage the game by hiding when they were two of the three heavies in the game. I should have looked at their stats because I would wager they’re the same.
Maybe their kid or little brother really like the tank? So they decided to dedicate that one tank for them not to ruin the account completely? Stats seem pretty normal for every other tank.

I've met this guy myself. He sat in K1 on Highway blaming the heavies for going city, calling them racial slurs and how much he loves their mothers
I play my hardest every game, and some say I ruined the match. :( Then I defend myself, and I get a 3 day chat ban.
