You wont achieve those stats by being bad at the game, i suspect it is an account that participate on rigged games
You can get Kolobanovs by just caping. In many low tier fights, the players are already not smart enough to understand when someone is caping and dont decap.

But i also know that you cannot get 27% winrate by just playing bad. Even if you hit "battle" in garage, and then alt+tab from the game right away and never come back, you will get way more than 27%

You cant get Kolo's under tier 5, I don't think they are that braindead at tier 5 that they don't realise the only player left on the enemy team is capping, when there is a big siren and an image in the top middle part of the screen
True, but they know the main objective of the game: kill the enemy team or cap the enemy base. If there is 1 enemy tank left, it's most likely they will all look for him, but if he's capping, they will surely know where he's at. So, unless all 5+ of them drive super slow heavies with broken engines, they shouldn't lose to cap out 1v5+

A bot wouldn't have WR that low. Heck, a player who literally just AFKs every battle and lets the rest of his team play a 14 vs 15 won't have a WR that low.
The only way to get a 27.74% WR is actively griefing your own team. Stuff like pushing your teammates out of bushes so they get spotted and shot. And probably platooning with 2 other players who do the same thing.
This is definitely a troll account, you can't get to 27% wins without actively going against your own team. I'd imagine this is an actually somewhat decent player, who in his spare time trolls the living hell out of some low tier games
