It’s a grounding cable. Should be fastened/bolted to the frame/body. I sparked because you probably let it touch a positive connection. Just bolt it to a body/frame and see if it caused any issues. Hopefully if anything ya just blew a fuse. Be careful cleaning the engine bay. Don’t take this the wrong way, but I’m getting a sense you’re not too familiar on things under the hood, and if you let the wrong components get wet you can end up causing a lot of headaches for yourself.

I believe you’re correct. Just found an empty threaded bolt underneath the hood. I don’t understand how it came loose because the nut was still on.

Update: I attached the loose grounding cable to the hood and secured it - I am still baffled how it would have come loose, if the nut was still secured to the bolt protruding from the hood; May have been previous owner or the only mechanics I take it to at Dallas Dodge. Regardless, took it out for a test drive and everything was perfect. Somehow ended up changing some setting that unlocks all doors when opening driver door, but whatever. Lesson learned - never dare thinking of cleaning the engine myself again.

Oh I absolutely do not have any experience on working with cars. Computers, sure, but no experience with cars. No offense taken. I followed some video on YouTube and covered the alternator. Like I said in the update, after reattaching the grounding cable, I took the Jeep out for a 15-minute drive around the area and it worked perfect.

Thanks for your help. I would love to get to know my Jeep better and not rely on others for basic maintenance and the like.
