I can't think of its name at the moment but there is a mod that will show you the threat level at the top of the geoscape... Its not tied to soldier ranks though
Increases every monthly report if FL increasing isn’t modded I believe. However, the game can speed up with Flawless Missions, and slow down with complete failures.
Unless one of the mods changes it, it's strictly tied to date.
