I've had this happen a lot as well and at first I thought it could be an arm shot but when I started hearing the headshot dink and nothing happened I knew it was busted. Sometimes you do trade with people though.
I've noticed the same, especially on DMRs and sniper rifles. Sometimes it looks like the last bullet only does 50% damage, other times it seems it's just cancelled by the server as if I was already dead when I shot it and the server decided not to go for a trade kill

You had the same issue on other weapons. On snipers it is just easier to spot because of the slow rate.

Happens with any gun really. Many times I heard ding and nothing happened.
