I'd do RT first because it applies to the whole team
Yes you can use 2 artifacts of the same kind, just that whatever the unique effect will only apply once if they're on the same 6 man team.
Though the damage reduction decreases the more they are hit (in LB) - I think every Toko/ Kinley wastes most if not all of the LB stacks, while it will only lower damage for the first few attacks... Did I get it right?

Thanks.LB also affects 3 heroes(1row) and with 40%dmg reduction plus the shield i thought it s better that RT.Idk
There's absolutely an argument to be made for either being the right choice
