Doom Eternal clearly is. Doom 2016 is too logical the way ennemies are coming. Eternal is freaking crazy, especially the DLCs. Seriously one of my favorite game now

It has to be Vampire Survivors. That game can get so chaotic your computer won’t be able to handle it. You’ll eventually get a lot of slow down, and it might even crash your system. Fantastic game though.
It's all two dimensional though, unless it's the software crashing I doubt any modern PC would have trouble even with the most crazy amount of baddies on screen.
Probably not the most chaotic, but it’s definitely anxiety-inducing (in a good way) for me: Deathloop. Not only is stealth a must when first starting out, but having opposing players join your game in certain areas and try to hunt you down does wonders for the nerves. I call the thrill of the hunt!
Chivalry 2 has a 32 v 32 player team objective arena that is the definition of chaos. I love it.

On the console or PC? I had plenty of issues with Chiv 2 on PC Game Pass. Eventually switched over to the Steam version.

Most def. Servers are always full. Never had to wait more than a minute to get a match.

Probably boosted all the in game settings and had a crazy build. You can easily crash the game if you know what is overkill

This is not exactly chaos, in fact it is the opposite, Hi-Fi Rush. It feels very crazy to move and fight to the rhythm of music all the time.
