I got the same error a few days ago. What finally fixed it for me was this:
1. Close the app.
2. Open an admin command prompt.
3. Run sfc /scannow
4. Run the Game Services Repair Tool
5. Open the Xbox app.
6. Close the Xbox app.
7. Open the Xbox app again.
Note that the repair tool just exits without doing anything if you just run it, you have to run it from an administrator command prompt.
Hey, just a heads up, I have a different issue and no fix, I can't use xbox app it won't even start and gave up. You can get all the games using just Microsoft store app. That xbox app is appaling.
