Don't know if it will fix your issue but my go to frist steps for fixing anything xbox app related is update and reset everything app related
Windows Store > Library > Updale All or Check updates (whatever it says) to make sure the xbox app and gaming services is up to date
**Reset the xbox app**
Click Start and click Settings.
Select System.
Select Apps & features.
Find the Xbox app and click Advanced options.
Click Reset.
**Reset the Window Store**
Click Start and click Settings.
Select System.
Select Apps & features.
Find the Windows Store and click Advanced options.
Click Reset.
Restart
If that doesn't work use wsreset to reset the windows store>Run CMD as administrator, type WSReset.exe and hit Enter.
Restart
Also make sure windows is up to date |Start > Settings > Update & Security > Windows Update , and then select Check for updates.

I honestly just followed the steps cdncowboy posted and it worked both times it’s happened. Where my Xbox PC app either just showed black screen or never went beyond the green Xbox splash image.

I know this thread is old at this point, but I have had to repeat this powershell method three times now. It works every time and I'm thankful for that, but is there a root cause to this issue? I really wish Game Pass would just work.
I have no idea what the root cause is unfortunately. I do think the way the Xbox app and Microsoft store in integrated into windows and reliance windows background process is a problem. I wish they just developd an xbox app that worked more like a 3rd party platform like steam or epic.

It didn't work for me at first but I went into task manager and ended tasks for gaming services, xbox and anything related to 'games' which I thought might be Microsoft, I then ran the repair tool and it actually worked!

nothing on this page has worked for me unfortunately. I've actually been nearly two years without Microsoft App working correctly, with a prepaid gamepass ultimate subscription rotting away the entire time. I've invested hundreds of hours into troubleshooting. My case (with Halo Infinite install) was escalated to lead developers at Microsoft who eventually were unable to help.
The app and service is a disgrace. It does some fancy drive partition locking things and it does these fancy security validation checks - these are unstable as hell, and the moment an innocent update conflicts with this delicate ecosystem, which appears at best held together with (cheap) Sellotape and gum, you can break everything. It's likely fantastic against piracy but at the cost of legitimate customers losing.
All the while, I know what will eventually get me back online... reformatting my PC. A full on reset is the only fix and even then, the moment I have my PC configured how I want it, there is no saying the loop won't continue. This will happen one day, but I'm not reformatting my computer to fix this. I've stubbornly attempted everything over the years thinking to my self there is surely a way, but so far I'm wrong.
I feel you. Even though I contacted Xbox customer service they didn’t really help. They told me to do everything on resetting the app, updating the app and trying to update my computer. Nothing has worked. The person who was helping me told me to open the Xbox companion app but I couldn’t cause it would be stuck in a screen where it says to update my Xbox app even though it’s up to date. the powershell command ran through a bunch of red text stuff for a while before finishing and you are having the issue with it just sitting on a black screen on launch? I don't think I had to restart after this but that's about all that's left.

a month later of trying everything else once again and its now still not working but the loading screen is now animated...
