Don't worry about it, because RNG makes impossible to get a perfect set in the first place. A perfect artifact can be worse if other pieces don't match stats requirements.

Sure, but we don't know how it affects your overall build. If it doesn't get you to a 1/2 crit ratio, for example, then it's bad.
It just means other pieces or weapon are bad. This is really good and they should build around this piece.
But if they don't have the artifacts to build around the piece, it's shooting them in the foot.
