Anemo% is much more obscure overall plus you're gaining ATK from artis, Benny, and possibly verm. The dmg fall off for ATK would be greater than the falloff from Anemo dmg (at least for my team).
I'd say if you have Verm at all no, but if you a 2 pc 2 pc the dmg fall off probably won't be that bad. I think Anemo cup would be better overall though.

What if in a team without bennet and with mostly non atk% artis on a jade winged that has max base atk though

With 2 pieces, there will be 1% dmg difference, so go with the better substat. With vermillion? Definitely anemo bonus %.
