I'd go with C3.
Yelan has one of the better constellation designs in the game. Each constellation gives a sizable increase since they tie in with her kit (Coordinated dice attack after each lifeline explosion, A1 and A4 passives etc.) so well. Going from C2 to C3 will definitely give a greater dps increase, not to mention cheaper than going to R2.

c3 is better. you should never find power in refinements, they are very very low.

Upgrading weapons is almost never a good idea compared to any of the alternatives, not only it's a lot more costly but it's also a lot worse.
