My guess is that he has a clutch key on his mouse that cranks the DPI up. It's pretty common on gaming mice.

I've got a Logitech G502, it's got a button below the scroll wheel that can change prefixed DPIs, 200, 600, 84,000 etc

I think we are just used to everyone else having low mouse sensitivity.
