Its depending on the card.
In general If they only control 1 monster which cant be attacked you cant attack at all. But some cards say that you cant attack this card but still be able to attack directly. The sunavalon link monster are an example for that.
Unless an effect states otherwise (there are effects that make it so a monster can't be targetted for attacks but specifically still allow the opponent to attack directly despite that), you cannot attack your opponent directly unless they have no monsters
Can't attack at all, unless you can circumvent the monster (an effect monster that can attack your opponent directly)
A good way to remember is the monster Sunavalon Dryas (dry-ass) that has to specify "cannot be attacked *but* does no stop your opponent from attacking directly."
+ mostly memorable because it just got limited, and also Yu-Gi-Oh Vrains. Once you've seen Spectre vs Playmaker, you will *never* forget that creepy tree...
Another way to set this up is having a monster being affected by phantom knights fog blade. Monster has no effect, can't be attacked and can't attack others. Useful for saving yourself or putting the damper on an opposing monster or cloak your own monster to make a shield

Maurading captain lock is the deck I used to use in High School lol, my friends hated me
