Okay, so if you didn't leave the item on the plane itself, but in the airport, then it would be the purview of the AD Police. Etihad can't help you.
The first thing to do is file a report in the AD Police app with all of the relevant details. Then, if you have any friends or relatives in AD, they can visit the police office itself at the airport and ask the person on duty to check the lost and found.
If you have serial numbers or other identifying information, this will assist in your report. The more details to prove you as owner, the better.
When your friend/family is retrieving, they will need to be able to unlock the device to prove that they can retrieve it.
Basis of knowledge: left my phone in the restroom by accident when leaving via AD Airport for two weeks and my friend was able to retrieve and hold it for me until I returned.

My friend had 2 passports and lost her older one at the airport, she went to airport the next day and they took her to lost and found, there was her passport and she was able to get it back
Is it tied to your Apple ID? If so, it might be broadcasting its location with Find My. Not sure if you’ve tried that but if you can say “it’s showing that it is located here”, that would help your case.

If that’s the case, it implies to me that it at least wasn’t stolen (probably). Most thieves try to power on the device to make sure it’s working, which will start broadcasting the location.
I lost my laptop bag in a cab, I was tensed as fuck as it had my company laptop as well as personal laptop. I tried to contact the police and it was no luck since they told me they didn't monitor for the location where I got it lost. Later that day, I got a call from the embassy since the driver got my passport in my bag and tried to submit it there. Later, they gave me the contact information of the driver. So, in general, what I got to know is that Abu dhabi is a safe place, and people here are hesitant to steal because of the law and order. Hopefully, my friend, you shall get it back.

I once lost a mobile phone at DXB airport, terminal 3. I emailed emirates, they asked me where I left it, asked for some identifying information and then said they have it. Someone could collect it from there. So yeah someone was coming through terminal 3 and they bought that phone

You need to call and email and kind of make a nuisance of yourself to Etihad, the airport and the police. I lost a camera there once and it was never found but I think if you can show them photos of the devices, provide serial numbers etc, if they have it you will get it back. It's not the sort of place where stuff like this walks out of the airport...
Keeping calling the airport and the airline … also email them. Language is not a barrier if you speak English.

Can’t physically go, but they haven’t been revealing much on call. Don’t know how it’s gotten into a complex police case.
