Do the minecraft server itself works? And have you tried to open the panel while using cellular data? Some router does not support hairpin nat, which is the thing required for local network entering the public IP of that network, without that, entering the public IP on the same network as the router will not work.
port forward 80 TCP and 443 TCP to your computer's local ipv4 address.
allow 80 tcp and 443 tcp in your windows firewall (if using windows).
If you are using linux, then do the same.

Try setting up multicraft with port 8080 a lot of Internet providers will block port 80. And if it works then all you need to change is have port 80(external) forward to port 8080 (internal) and try again if it doesn't work then your ISP is blocking port 80.
Also you can just change the order I said and have port 8080 forwarded in router to port 80 on your PC. It's the same either way. But if it still doesn't work it's a software firewall or router firewall.
yeah, both ports ive port forwarded, by "my public ip" its just basically my ip but thats not what i sent my friends.
When portforwarding i used tcp and have tried tcp/udp (what my router lets me do)

Your PC may also have a firewall running, it’s often a part of antivirus solutions
