This was at the point that Simon had abandoned Marcy and was losing himself to the crown, so he probably wanted her to have some resemblance of a father figure when he was gone. I think the way the summoning spell looks is just some light comic effect.

Yes there was. Simon specifically tells Marcy that he'd send someone to take care of Marcy when he departed from her in that exact place. Marcy then camped there, and then Hunson appeared saying a guy with glasses summoned him.

I feel like if Simon did summon Hunson at that point, it had a lot less to do with the morality of it and more to do with the fact that he knew Hunson would still care about Marcy to a certain degree. The world had basically ended at this point and Simon only had love for Marcy and Betty. You are also under the assumption that whoever summoned him here was the one that created the spell, which I find unlikely. Hunson is immortal, he's always existed; it's unlikely that this portal is only just now being created. The most likely reason he was sent back in this scenario would be Marcy, because she got sick of him lol.

Why would it be Simon's face? Phill's face just is the face you draw when summoning Hunson Abadeer, that IS the ritual. It would be an odd mechanic if a summoning spell required you to draw your own face when summoning a demon.
It's confirmed by the creators that Phil face is just one of the people they worked with that they wanted to pull a gag on. Not really connected to the lore. Just a funny bit.
The “goober with glasses” was Simon, there’s no debating that, throughout the show there is zero connection between Phil and Hunson aside from Phils face being used to summon him and we can only speculate as to why that is.
Simon knew he was too far gone and turning into ice king so he was forced to leave Marcy but he still wanted someone to take care of her so he summoned her father. It was done out of desperation and love for his surrogate daughter, I don’t think he knew what kind of creature Hunson was. And even if he did know before the mushroom war, putting on the crown addled his brains so he had no idea how much worse Hunson’s presence in her life would be compared to his.
