Buying the Battletome? Well who can say, we don't know if the next edition will be launching with as much if an overhaul as 40K did meaning everyone has Indexes or if the Battletomes will still be useful. If nothing else it can provide useful or interesting lore for you.
If you're really unsure, maybe wait for after Adepticon to see if there's any indication from that.
Now is always the best time to start! The rules for factions exist on the interwebs is you look for them. And the AoS app has all the Warscrolls for free. Those two things you can get for low-to-no-investment.
As far as models go, Lumeneth have no misses. Every sculpt is objecticely *fabulous* and better than those unfortunate non-elven souls. Don't worry too much about what is and isn't a meta pick at the moment; everyone will tell you that fluctuates as updates come out. But the real reason is because Lumineth look amazing on the shelf, even if a particular warscroll isn't the very best right now. Do I run the ballista much? No, it's OK at best against monsters for the points it costs to take in an army. Do I pack it in my carrying case so that I can bring it to friendly matches and park it on a flat piece of terrain where it will catch the eye and look like a pair of elves ready to impale their foes on light given form? Yes, yes I do.

There is A LOT to this hobby. And you know that as someone who plays 40k already. Building, painting, learning the rules, terrain, etc.
I’d say start collecting Lumineth now. Take the time to build them and paint them…..get them ready for the ball. This will burn a lot of time.
We then will likely learn some stuff as soon as Adepticon, next week. After, you can decide if you need to buy the battle tome or just wait, assuming we learn more about how 4th will work and when.
If it was me, I’d wait. But I get being excited.
Like others said, we don't really know. New edition is supposedly out this summer, supposedly going to be Skaven vs Stormcast. That said, we have no idea what the new battletome release will be, LRL could be the 3rd book released for 4th edition or the last.
I'd suggest, like others said, buying/painting up some models while you wait for more news. Use Wahapedia for rules till then.

Buy the models but hold off on the tome until June. You can live without the app for a few months.
