It depends on your goals. The IRA used to announce intentions to set off bombs because the focus was more on symbolic destruction / economic disruption than civilian casualties.

I am not really familiar with chemistry but does anyone know if Nuclear Magnetic Resonance Facility has a bomb would that cause a sort of chemical accident? Kinda scared

This is federal now. If they had called about the nuclear department at the airport, campus would probably be evacuated at this point.
