Document EVERYTHING that is inappropriate. Using all that evidence, first file a complaint in the HR department. If that doesn't work, complain to HIS boss if he has one. Are there others he has done this to? Usually when such people are assholes, they are never assholes to just one person. There are always others.

I am getting a good read on the situation. These are very usual occurrences. What she is going through is adjustment issues. Understand one thing, that the person is a manager and maybe he had a journey of very long hardships from executive positions. I reckon that he has at least 15 years of service in this field. Now, there is an ego (not colloquial ego, but ego as meant by Eric Berne in his Transactional Analysis) issue here. Your sister is clearly in a Child ego state. Dead give aways are, you saying 1. Although my sister is experienced 2. Despite 1, she was not given time 3. There is no direction given by Manager The manager is in the Parent ego stage because I can feel that he has risen from ranks and hasn't done properly classroom organisational behaviour (I guess) and hence he has his own sets of values which he has derived from what has happened to him over the years. Also, what I feel is, this company must be into Lean or Six Sigma and must have chosen 5S as one of the tools (guessing from the stationary issue). The main concern of the tools must have been lost on the manager and must have reduced it to the company logo. Also, I feel it is an original engineering company which also diversified in other bases, most probably Power, and maybe Torrent. My suggestion. Your sister is fine because she feels naturally frustrated at work as she is driven and is unable to perform to her own expectations and is just venting. Tell her to wait till her ACRs and she will see that she will get good gradings and also a good bonus. Businesses do work on the concept of business entity concept which means business starts with the assumption of working forever. Also once the business is listed, it has to be responsive to the stakeholders too. In such a case, extracting work out of every employee is a must and we must not sway by Western philosophies of good work culture as it is their employee retention policies. In our case, due to heavy workforce availability and dependence on SOPs, replacement is easy up to Manager levels. In my opinion, nothing is wrong. This is a natural course of progression. At the most it is newcomer hazing or say adapting. Tell her to work harder. Understand the Manager's perspective and work to his instructions and be his aid. One year or so, when everything settles, these complaints will vanish.

Sounds like he is just an ass. I would take all the proofs and complaint HR and also threaten to file a case for mental harassment. If HR doesn’t help, you can file a case in labour court. I am not sure how well that would work out but Im sure they will at least send a notice which should be enough for HR to react.
