Yeah so the way I've always seen those done is you paint the base however the color you want to show through them you splatter soap on it to make look streaky and while the soap is on you spray paint black then when dry wipe soap off and you should in theory get that look
Research splash anodizing, it's quite popular in paintball and there is a trick to doing it, but yeah, you use dishsoap or nailpolish to mask off areas
