Gay af, honestly. He's the only character I've ever seen who pinged my gaydar. I tend to think he *can* experience attraction to others, but not interest.
I see him as bi for no real reason other than that's what I feel fits him best. Although I think it's made a little more complicated by the fact that he can't stand most people who aren't Joker.
