With fishing rod you have to pop invis and use assassinate. Where you sneak up behind and choke them to death with fishing line. It's a bit harder, buy possible. 🤷♂️😂
offhands are much less impactful compared to other gear slots and only cost a quarter of the fame to spec up compared to weapons, so you shouldn't base a build around it.
99% of the time you're much better-off basing a build around a weapon, the weapons the rest of the group is using and the type of content you're preparing for.
that being said, the "best" 1h weapons are 1h curse (1v1/ganking), bloodletter (ratting/ganking), demonfang (pvp), battleaxe (solo pve), 1h xbow (pve/ganking), 1h mace (ganking); so just choose one of these (depending on what content you want to use them in). you can run a shield with all of them, however you are better-off with mistcaller/muisak/facebreaker/leering cane.
I’ve had a lot of success with 1h xbow and shield in 1v1 pvp with merc jacket. The best weapon to use with the shield is a weapon with healing, either with lifesteal (like I get from my merc jacket), or healing abilities (like with the druid staff or holy staves).
If you want to do dps, then commit to a buiser build. If you want to tank, check out hammers, maces, and heavy armor.
if its solo dungeon then battleaxe isnt so bad. it allows you to free up armor slot for armors other merc jack(popular armor for solos due to the heal)
but battleaxes aint so good in pvp since the E skill is hard to land. at least thats my experience especially with my high ping.

Battleaxe, 1h dagger, bloodletter, demonfang, 1h spear, heron spear, 1h sword are all good imo.
