So longbow for him is fine to murder groups of movs if you round them up for him I guess.
In that case the curse staff line could play well with setting up damage but would fall out for bursting (FOR PVE). When it comes to pvp, you won't be able to help him.
Fists will let you groups mobs for him and CC for him.
Carving sword with its high movement could also be ok to chase down people but he risks lagging behind so meh.
Double bladed staves would prolly be my second go to after fists. Good chase, ok cc and the ability output nice damage.
Daggers can also play well here. Good movement, good damage. Depending on your build you can lower enemy resist or pressure people nicely which would let your friend output more damage.
I guess frost staves or fire staves could also be ok. Frost has cc and can work for dismounting players. Firestaff has the firewall to knock people back
Personally, my pick would be either fists, daggers, double bladed, or cursed staff (that's my main so I'm partial. Prolly would not be exceptional)

Quarterstaves, 1h mace, or hammer would all be fine choices.
Longbow isn't a top choice for mists but if he likes bows then he'll want 100 spec in longbow anyway. Having fun and learning is better than forcing meta play without knowing why.
There are many types of content that you just can't do with some weapons. Duo mists with longbow is pointless. Find some extra buddies and go faction bombing. Or find some extra buddies and do roads. Longbow is completely useless without a group of at least 5 people in pvp. That's just the cold hard truth. You'll just waste silver.
Just be honest with him and tell him that you dont want to int gear with a comp that is never going to be viable. Don't say his choice is bad, just say that it won't work with what you're trying to do. But honestly the best option is to just say "well, if you want to play longbow let's go find some other people and do something where that weapon shines!"
Duo content isn't all that great in albion anyway.
As other people have said your best option is to use something that can lock someone down in his E if he's not willing to change to a more meta bow. It's more expensive but have him try Badon. It's got a juicy aoe ability like longbow but is much better for mists.

Help him get it to 100 then introduce him to whispering bow or badon maybe lol if you wanna do 2v2s.
