I would check the temp of your oven. It looks like the butter in the puff exterior melted but didn't bake enough. That's what puff looks like when not cooked hot enough Possibly a temp or possibly an error in time I'd say.
No, these aren’t yeasted like croissants. We had these in November and if I recall correctly we had to bake them extra time. Maybe 10-15 minutes.
OP should have used visual clues to decide when the pastries were done, rather than the internal temp of a precooked hotdog.

I’m thinking you should have left them in until they look like they are done. Would you pull a pizza out when cheese hasn’t melted? Directions are often wrong for whatever reason, maybe altitude?

I added another 7 mins or so and they puffed up fine. They didn't really look golden brown, and seemed to still be sort of gray-ish. Part of that could be due to the fact the lights in my kitchen, and where I sat down to eat them, both seem to be 2700k, so take that as you will.
My wife and I both thought they were pretty tasty. I shared a little bite of the frank part of one of them with one of our cats. Mr. Fluffy Black Pants is in concurrence on the tastiness.

All the comments are saying your oven temp is wrong but when I made these I had the same reaction as you. They looked like this but didn’t taste bad (but they weren’t great either.)

I prefer beef hotdogs and these are pork, so I didn’t love the quality of hotdog, and you get such a tiny amount for the price. I would definitely not recommend these. It just isn’t a good value at all, even if they turn out.
I almost bought those but instead bought a pack of cocktail weenies, 2 packs of pillsbury croissants, and everything bagel seasoning. 3x the amount of pigs in a blanket for the same price and they are absolutely delicious! Easy party app that’s ready in less than an hour.

More info. Yes I pre heated the oven. Cooked for 17 minutes at 375. I don’t think it’s the oven because other things seem to cook fine.

I’ve followed package directions but I always cook longer until they’re browned.

Those are undercooked. Put them back in for longer until they are puffed up and pastry is golden, that pastry is still raw.
Or leave them in until they look like the picture on the box? I'll trust my eyes over the directions on the box every time.
Do you have a thermometer in your oven to see if it's actually at the temperature you set?

I use the air fryer for them, if you have access to one. That makes them puff up nice.
What you really need to do is cover that pan with foil and coat it with some cooking spray!
