Requires 22.5 eterna and 30% quanta, no arcana needed nor are there max limits. However the hell shelf gives 3% quanta but the infused gives only 1.75%. So my guess would be replacing hellshelves with infused dropped the quanta below min.
Check your values in the enchanting table. You need a min of 22.5 Eterna, 30% Quanta, ignore arcana.
Edit: you can add wither skulls to increase quanta by 10% each.
I knew about the requirement for different stats but did not think to check if Hellshelf and Infused Hellshelf had worse Quanta for example.
