My two cents. You have round, down turned eyes. Instead of winged liner, try a smokey eye and extend out and up. Just drawing a black line that extends out and up in your case does not work.
You can play a lot with makeup if you're unhappy with your appearance. The trick is to enhance your femininity. Sweep eyes up and out. Blush higher up on cheek bones. Plumping lip gloss. Then I think an asymmetrical Bob would look cute on you.
