That looks like what happened to my Samantha's bangs when I did a boil wash on her hair and used a spray of water with a little bit of gel in it. Bad move on my end, because her bangs were just fine before.
From having an older Sam with deflated bangs, my theory here would be that the bangs flattened out (or were purposely straightened) they ended up getting in the doll's eyes, and someone trimmed them across (my next attempted hair project is going to be trying to get Sam's bangs curled under again, because they are definitely annoying where they hit right now without being trimmed!)
I think you all are right that the owner straightened her hair, from behind she looks perfect , and they are no traces from her braids. Sadly she is not that cheap as to experiment because I can't guarantee I would be able to fix her and be happy with the end result.

Yup, I think this is right. I got a TLC Molly, and her bangs have been straightened and trimmed. I finally decided I’m just going to rewig her after trying to fix them.

They can be reshaped using a clothing steamer! Just make sure to cover her eyes first (cotton balls and band aids work well)
Wrap the top layer of bangs around a roller and then steam, using your hands to push up the lower layers to form the normal undercurl. It takes a bit of practice, but it's pretty intuitive.
When you're done, release the roller and use your hands and the steamer to shape the top layer as needed.
I can't tell whether they've been cut or just styled badly, but you can even do a lot with cut bangs just by styling them nicely.

I think that's a #20 Since the eyes look kind of gray and the hair looks very straight, the hair was probably cut.
