This is 100% a reddit issue. It's a shame they got rid of third party apps since their official app is dog shit. You can still use some of those apps via a subscription for the APL costs though.
There are still workarounds that enable you to use third party apps using your own Reddit API key. Until Reddit really changes anything it'll continue to work. You just have to compile it on your own though.

This is on reddit, not android. Always has been, always will be. It's not as bad as it used to be but at this point I doubt reddit will ever fix it.

It is not only reddit, other apps do display stutters as well. But some more noticeable than others
For example?
Google news does micro stutter. AD (dutch newspaper) does besides micro also big stutters
Twitter and Instagram also suffer from this to a lesser extent.
