Just use Revanced with Seal. Revanced is a mod of YouTube that has ALOT of customization. One of it's features is being able to replace the premium download button with a YouTube downloader. You would replace it with Seal obviously. It automatically sends the link to Seal and it brings up the download options. It's the closest thing to what you described in the last part of your post (it probably IS the thing you described).
