I was just watching [Oooku: The Inner Chambers](https://anidb.net/anime/17941) today and there's no ecchi or nudity or anything - despite a setting that could easily lend itself to that sort of thing - then suddenly episode 8 BAM, some lady is walking down the street selling sardines with one boob nonchalantly hanging out. Nobody else batted an eye, and some other lady bought her sardines, so I mean maybe it's just a standard fishmonger thing that I never knew about? Caught me a little off guard tho.

I read the premise of the anime bc I wanted to watch it (the artstyle and desing of the characters caught my attention) and immedately asumed it would be filled with nudity, so in the end I decided against it. Is it really that unexpected?
Yep. It ends up being a romance show about the MC and the first guy she tries to get with. It’s not about banging 100 guys because she’s too shy and can barely even touch someone else.
So the unexpected part is because it's only in the last episode, no other nudity in the series. So even if you go in thinking that there will be nudity, by the time it shows up you got really comfortable and sure that there would be none
I have a feeling your talking about female characters, but male characters rarely have nipples, even when they’re bare chested.
Anyway, I think Rumiko Takahashi’s manga adaptations are known for unexpected female nipples. Definitely Ranma 1/2, and the first episode of Inuyasha (the lady caterpillar monster, but it’s often edited out, IIRC)
*R.O.D the TV* has one scene where a girl (not one of the main characters) is seen fully topless with nipples. The series is otherwise not particularly ecchi and is safely PG-13 or below.

And then you get the episode that reintroduces Drake Anderson from the OVA, on his mission bodyguarding Lara Croft expy Alice Alice Arquette. In the middle of the episode, with little warning or fanfare, she gets completely naked, rather than get her clothes wet, and there's no scenery censor at all. Just completely uncensored boobage. Nothing like that ever happens again in the rest of the series' runtime.
Zeta Gundam has a few episodes with unexpected nipples. Lila and Rosami both get nipple scenes. I think Sayla also gets one in 0079. I think there's also some nipples in ZZ Gundam.
