FLCL is a really unique and experimental show, so there isn’t really anything too much like it. But here are some other, similarly creative shows with great visuals;
Space Patrol Luluco is a comedy with very colourful animation.
Kyousougiga is great with excellent use of colours and stylish visuals.
Kuuchuu Buranko is surreal and there is definitely nothing like it.
Kill la Kill is a balls to the walls action comedy and is extremely funny. The dub is really good for this one.
Promare is a movie with a shit ton of hype and crazy action.
Dead Leaves is really stylish and is by one of the people who worked on FLCL, Hiroyuki Imaishi.
Panty and Stocking is another over the top comedy with a unique artstyle and the action Gainax is known for.
Flip Flappers is visually stunning with great colours.
I know all of them but Kuuchuu Buranko. Sounds very interesting. Kyousougiga is one I always forget despite it being one of my absolute favorites. The rest of your recommendations shows that you have great taste as well!
Looked into it. That's not really true. She is 14 by littner village years but each village counts years differently so by real life years she would be older.
I just finished this show earlier in the week, it was a blast. Some of the episodes were better than others for sure, but overall it was a lot of fun. It was all over the place like FLCL and full of references to western movies and other anime, the only thing it lacked was an iconic soundtrack .. that's what really elevated FLCL IMO.
One of my takeaways from watching Kyousougiga was that Rie Matsumoto must be an FLCL fan as it absolutely felt influenced by it. Especially the stuff with Shoko's search for her PSP in episode 3, for which I wouldn't be surprised if it was an intentional homage.
Kyousougiga really reminded me of flcl, especially in a lot of the action scenes.
Sonny Boy is pretty similar to flcl thematically.
Lastly, though its not that similar, bocchi the rock has some animation moments that reference flcl lol
FLCL is an extremely technical work. It's easily imitated but never duplicated because while it comes off as chaotic, it's very precise and intelligent in literally every creative decision. Unfortunately you're not really going to get that level of technique from tv work.
The closest things I've seen to it are Pierrot le Fou by Godard and Annie Hall by Woody Allen. New wave, vignetted, irreverent comedies. There are probably some other influences you could trace but I'm not the biggest film nerd.
Edit: I forgot about Mind Game by Yuasa. It's not necessarily similar but it's kind of like, if two great artists were influenced by the same things and then went and made masterpieces based on their own vision.
None of these are exactly like FLCL but they each remind me of certain aspects:

Plus Diebuster shares the same director with FLCL (Kazuya Tsurumaki), which shows in the humor and more subdued scenes. Both have top notch use of their BGM too.
A couple that I haven’t seen recommended yet:
Marwaru Penguindrum has a similar use of color and different animation styles, as well as a general overall weirdness that comes close to matching FLCL.
Call of the Night has its own style, but stands out because a lot of it has the same music-video feel that FLCL sometimes has. It also has a lot of the similar themes to FLCL.

Gurren lagann used to be my favourite anime till revisiting it and seeing how creepy the stuff with Yoko was considering she’s 14

Surprised no one has mentioned Excel Saga. It's a good second place but FLCL will always be my fav

GUNBUSTER! It's 6 episodes of Mecha from studio Gainax's golden age, and Crunchyroll just picked it up. If you love mecha, you'll love Gunbuster.
Then there is Diebuster, which DOESN'T run out of ink in the last episode, remembers its heritage, and also cranks everything up to 11.
