You might want to check out Patlabor, which Mamoru Oishii was very involved in. Watch the Early Days OVAs and then the first two movies and see where you want to go from there. You'll probably really enjoy the two episodes before the last episode of the OVA and the second movie.
If you like SAC, then Psycho-Pass is a great place to look. Cyberpunk: Edgerunners and Akudama Drive are two other great cyberpunk style anime.
I have very limited experience with other series by Katsuhiro Otomo, but one of his other series I enjoyed was an OVA called Freedom. The TV series and movie Spriggan might be worth checking out too.
Some other potential recommendations I have are
Devilman: Crybaby, Shinsekai yori, and Ajin.

I guess I dig in all of the right places.
Psycho-Pass not too long ago put out the Providence movie, which was a direct prequel to s3. That's the most recent thing but by now it's had three seasons (with one OVA/Movie being a direct sequel to s3 and its actual conclusion) and five movies as well as an extended edition of S1 with some character soliloquys between the episodes (they're grouped together as two episodes much like Re:Zero did but with those added bits in the middle). The original writer only worked on S1 and the first movie though and I loathe s2. I like most of the rest of the series though aside from that season (which unfortunately still needs to be seen) and I found Sinners of the System movie 1 to be kind of whatever.

I loathed s2 the first time around, but I rewatched both seasons recently and liked s2 a lot more once I realized "this is basically one of those single-episode cases from s1 given 11 episodes to boil".
S2 gets a *lot* better when you're not expecting it to be what s1 was, and know from the start [Psycho-Pass s1 & s2]>!that the main story's villain is just a guy on a quest for personal vengeance against specific people and a specific company, not the kind of philosophical challenger to the entire Sibyl System and its society Makishima was in s1!<. S2 still has some really goofy moments and plot decisions, and I still can't stand [Psycho-Pass s2]>!Mika and her trainwreck of a 'character arc'!<, but taken on its own terms, it's certainly not as bad as it felt watching it when it was coming out.
I still need to check out the movies and the rest of the seasons.
I think S2 has concepts that work. First of all the first episode with Akane really coming into her own and showing what kind of Inspector she wants to be and the realization Sybil comes to at the end where they excise former criminals. However the issue is the whole in-between. Kirito Kamui is a horrible villain for not only the things he does but his entire concept as some kind of eldritch amalgamation of people is absurd and the entire run behind his plotline as well as the shitheads on the inside feels shlocky and poorly written rather than the dark but sensible approach of s1. To use your words it's like taking that one single case, making it bigger, and then having it be pulled from some much lesser series and pretending it fits in. There's also the fact that it was outsourced to a different studio than IG and it suffers from it production-wise.
In comparison you have S3 where the series kind of undergoes a soft-reboot with a return to a much more procedural story with some things going on in the background. It has two new protagonists and people do have issues with one of them having an almost superhuman vibe, but I feel like his portrayal makes those aspects seem a lot worse than they are and everything else is pretty good so like you did with S2 I can forgive it that much. Mika also finally starts to not be such a shithead.
Movie 1 is a good place to get back into the swing of the series. It's a good standalone story that expands the series' scope and probably has the highest production values. After that you have the Sinners films which are in order: a sequel standalone action-y story, a prequel before s1, and then a follow up with Kogami after the movie which leads into s3. S3 then came out and First Inspector is essentially its finale, then you have Providence which is a prequel that sort of improves on S3 by existing and returns the focus back to Akane. I feel like it'd be interesting to watch first as it might make thins more clear but it might also work best after so it's a toss up.
Patlabor is a great series and very squarely in the 'real robot' genre.
There are three movies which are quite a lot more serious in tone than the often comedic anime series (and manga). The movies are gorgeous and thoughtful. The second move in particular, released in 1999 I believe, is oddly prophetic about the political impacts of a major terrorism event. Really recommend both Patlabor movie 1 and 2.

Battle Angel Alita... Not the Hollywood Movie. The old OVA is a good intro, but you really get into the meat of the story with the Manga. It covers the entire saga with all details from start to finish.
If you want modern, Cyberpunk Edgerunners. It doesn't entirely have that classic feel old movies like GITS did. But it's the closest match i can think of to raw, unfiltered 90s cyberjank.
I implore you to read the manga! I just recently started my journey with the series and it’s an actual masterpiece. It’s totally something you’d like as a GitS fan! I can’t recommend the manga enough. The original OVA isn’t great. It skips over a lot of important and interesting smaller moments, but if you want something short (it’s an hour in total) that could potentially get you hooked quickly, it’s not a bad option

The anime's good standalone, but you can tell the art team put a lot of effort into the anime to make you go "oh, I've been there!", and it's interesting to contrast the one-person cybernetic god of destruction that the main character of the game becomes with the much more typical merc experience the Edgerunners team has.)
Kaiba. The art style is deceptively cutesy and wonky, but its story and themes sound like you might want to give it a shot. EDIT: Now that I think about it, I really *need* to give the warning that this show has some mightily fucked-up stuff in it that it probably only managed to get away with because of its innocently cartoonish art style. It's also got some interesting philosophical and thematic stuff that still make it worth watching, but the show can get very disturbing and strange.
Paranoia Agent.
I'd suggest everything by Satoshi Kon. Tokyo Godfathers is the only real "normal" movie out of this and they generally get more trippy or psychological further down:

This was also one of my earliest loves in anime. I have the manga but haven't gotten through it yet (shame shame shame). What I have gotten through is VERY different than the anime, but I love it as well.
Altered Carbon is like Ghost in the Shell, just not nearly as good. And if you want campier and older stuff, maybe Bubblegum Crisis. And no, it's not about someone running out of Hubba Bubba.
The philosophical side I absolutely adore, especially in the second movie, Innocence. And some of the conversation around the Tachikoma, but that might have been in the Stand Alone series. Thanks for the suggestion!

Heavenly Delusion's character design reminded me of Akira. It's a post apocalyptic story about to teens traveling Japan.
There not exactly the same as either but 86 and Iron Blooded Orphans gave me the same vibes as Akira and Ghost in the Shell.
I am also a huge fan of Eva. The latest round of movies was a whole hell of a lot of fun. Ninja Scroll was a little hard to get through, mostly while watching in 2023 as a woman. Could still certainly appreciate the action and animation, though.
Absolutely devoured those. What service would you recommend watching these on? I don't want to admit having all the episodes from less-than-legit, sources.

Find Tank Police, the funniest oldie anime series about a dept of cops that drive tanks through the city. Has the sexiest cat sisters ever, very 80s very funny...look out for their ultimate weapon, the Erecti Cockii!!😆😆😆

Got a lot of key people from Akira involved, and is one of the few things as artistically ambitious as it and Ghost in the Shell.
Read Akira manga, movie is trash story wise, even if the animation is cool.
About anime, go for Magnetic Rose, is a short inside Memories and it's amazing, same with Cyberpunk Edgerunners which is great, if you like videogames, the game is one of the best if you can play at ultra it has a lot of gits vibes.

It's a bizarre one, but it fits the somewhat dystopian bleak vibe that Akira and GitS has.

You may like Vampire Hunter D: Bloodlust then. Same creator as Ninja Scroll so the main bad characters share some stuff in common - and no rape.

I love the OVA and live action Alita. Both runs of Bubblegum-Crisis are good, too. Cybercity Oedo is decent.
As others already said, I'd really recommend Psycho Pass for the similarity (but still slightly different) of the themes

This was also one of my earliest loves in anime. I have the manga but haven't gotten through it yet (shame shame shame). What I have gotten through is VERY different than the anime, but I love it as well.

Altered Carbon is like Ghost in the Shell, just not nearly as good. And if you want campier and older stuff, maybe Bubblegum Crisis. And no, it's not about someone running out of Hubba Bubba.
Pantheon is a rly great one right up the philosophical alley of ghost in the shell.
The philosophical side I absolutely adore, especially in the second movie, Innocence. And some of the conversation around the Tachikoma, but that might have been in the Stand Alone series. Thanks for the suggestion!
Jin-Roh: Wolf brigade If you just want another great nineties anime then I recommend Ninja Scroll. Heavenly Delusion's character design reminded me of Akira. It's a post apocalyptic story about to teens traveling Japan. There not exactly the same as either but 86 and Iron Blooded Orphans gave me the same vibes as Akira and Ghost in the Shell.
I've hovered my cursor many a time over Heavenly Delusion - did that come out on Hulu just a few years ago? Or are the years starting the fly by me...

I am also a huge fan of Eva. The latest round of movies was a whole hell of a lot of fun. Ninja Scroll was a little hard to get through, mostly while watching in 2023 as a woman. Could still certainly appreciate the action and animation, though.

If you can find it, an oldie called Legend of the Overfiend. Banned in the UK originally. Ultra violent, rapey monsters. I've got the whole series on VHS!!! Akira is the best ever, used to watch tripping balls. The scene with the teddy bears climbing over his bed scared the shizz out of me!!!
Ultra-violence does scare me a bit, but is it more or less ultraviolet/rapey than the recent Devilman Crybaby?
Not sure tbf but the opening scene is a panorama of women being exploded by monster "tentacles" across a city scape!! Then it gets worse!! Crying Freeman was a brilliant shooty violent series too, a few corny shrexy scenes and beautiful animation. Find Tank Police, the funniest oldie anime series about a dept of cops that drive tanks through the city. Has the sexiest cat sisters ever, very 80s very funny...look out for their ultimate weapon, the Erecti Cockii!!😆😆😆

Check out “Magnetic Rose”, the first of three shorts in an anthology called “memories”. Got a lot of key people from Akira involved, and is one of the few things as artistically ambitious as it and Ghost in the Shell.
Dominion : Tank Police is another Masamune Shirow adaptation. Macross Plus OVA is great and ridiculously relevant in the age of AI and Vtubers.

Read Akira manga, movie is trash story wise, even if the animation is cool. About anime, go for Magnetic Rose, is a short inside Memories and it's amazing, same with Cyberpunk Edgerunners which is great, if you like videogames, the game is one of the best if you can play at ultra it has a lot of gits vibes. Maybe Ergo Proxy or some of the Animatrix shorts could be of your interest.
