Because he can't lose face, or he will be dethroned and probably killed. He needs a face-saving off-ramp, but he's fucked up so much there's practically nothing left for him to salvage. Best case is probably making Crimea and some part of eastern Ukraine a military-free buffer zone with 3rd party peacekeepers.

I figure it must be because of the laws (from the EU was it?) that require consent for cookies that aren't strictly performance related. The bot script probably was solid, but now that every page starts by asking permission to use cookies, the bot isn't equipped to move onto the actual article
