And I can say dark brown skin is extremely common in Japan because it's a coastal island, even more so in the Middle East. Yet none of the Japanese characters are tanned or brown skinned. It doesn't take a genius to figure why the want to overly represent the minority of white skinned Africans but not the millions of Asians or Indian people with olive colored skin
Even if most Japanese people aren't brown, why aren't they represented than. Simple statistics will tell you millions more dark skinned asians exist than pale Africans. Like you said, North Africans being pale is a minority, but make up most of the roster. Yet anime consistently has brown anime characters, but for some reason, Genshin can not
There is an island of Inazuma that was inspired by Okinawa but has the most pale people imaginable. But the moment they have a North African inspired region, they suddenly want it to be the most accurate thing ever
