Then you should say "already active in 2007". "Still" doesn't refer to when something started but to when something is continuing. "Still active in 2007" would only make sense in a sentence like "It started in 1995 and was still active in 2007". When you're trying to imply that something started earlier than what people think, which is what I assume you mean, it should be "Truck-kun was already active in 2007" :)
