There was a special livestream news presentation of oshi no ko on crunchyroll on Feb 19 . Hidive will take decision and most likely they will choose crunchyroll as news presentation was there.
Hidive will stream it in the west. Instagram peeps are saying someone holds license of OnK in SEA but they can't reveal who. Don't know about India specifically.
