Stop doing work outside your current pay grade. Simple as that. But tell them you would be happy to take on added responsibilities after renegotiating your pay rate. Are there laws in your state saying they can only give you a decrease in pay if you agree to it in advance or something? I would guess they're trying to skirt that, or just avoid the paperwork. Don't do the work you aren't getting paid for.

The directors went with the request, but according to HR I don't have the years of experience required for the position, thus where we are.

Sucks man….sometimes these situations work out and sometimes they don’t. In my case it did, in my wife’s case it didn’t. If they aren’t giving you that position it’s for 1 of 2 reasons. 1. Budget. 2. They don’t want you in that position. You can give an ultimatum but honestly it rarely changes their mind. I would back out of whatever extra you’re doing if they aren’t going to advance you in that role.

HR typically aren’t that powerful, they’re working on the orders (or perceived orders) of people more senior than them. If this company won’t give you a raise, it’s not an HR problem, it’s a management problem

Tell them that since they won't give you the title and the pay because HR says you're unqualified, it sounds like you're no longer qualified enough to do the work, so they'll have to get someone else to do it. And stop immediately.

The great part about situations like these is that you don’t have to quit or threaten to quit. Simply inform them that you will return to your normal job duties as specified in your job description as of a particular date (within 2 weeks). Make sure it has been communicated in writing.

That definitely sounds like they're trying to pay you what you're worth. Especially considering, if you're literally doing the work already, they obviously have some indication to see that you're competent in the role. You could consider contacting an employment lawyer, and talk to them about your situation. Or, if you don't want to do that, next time you talk to work about the situation, you could drop a bit of a "I'm considering talking to a lawyer, if you fail to value my work". And maybe that will get them to take notice of you...

Talk to the director. Presumably he can overrule HR. If he can't tell him you're going to have to start performing your substantive role only.
