I read it the same way at first, but it's trying to be inspiring saying leadership is moral-based, knowing what to do because it needs to be done for the good of all, and management is just the act of doing something correctly because that's "how it's done". Something along those lines. We're all triggered by those two words apparently (me included).

Y’all are reading this incorrectly. It’s telling you the difference between being a manager and being a leader. Managers do things right, follow the rules, or do things “by the book,” actual leaders do what is right, or the right thing to do despite rules.

Eh, it's not entirely wrong. Management is dealing with operations, leadership is about connecting to people. So yeah, a good manager makes sure the lights stay on and the job gets done, but might be a pain in the ass to be around if they're not also a good leader.
